These flags were designed by the New York Yacht Club in the Nineteenth Century.  At that time, most yacht clubs created their own, proprietary officers' signals.  During the rapid growth of yachting in the Twentieth Century, new clubs began to adopt the NYYC designs, rather than create their own.  Eventually, NYYC adopted a new design for their officer's signals, which is based on their club burgee.
